The College Attends the 2026 Shandong-Kashgar Vocational Education Alliance Annual Meeting

The 2026 Shandong-Kashgar Vocational Education Alliance Annual Meeting and the “Shandong-Kashgar Joint Efforts, Industry-Education Empowerment” College-Enterprise Docking Event was successfully held in Kashgar from July 2 to 4.

Relevant leaders from the Education Department of Shandong Province, the Education Department of Xinjiang Uygur Autonomous Region, Kashgar Prefecture, and the Shandong Aid-Xinjiang Work Headquarters attended the event. Diao Hongbin, Secretary of the Party Committee of the College, led a team to participate in the conference.

Centering on the theme of “Deepening Industry-Education Integration and Empowering High-Quality Industrial Development in Kashgar”, the event gathered nearly 300 representatives from vocational colleges, industries and enterprises across Shandong and Kashgar. Participants exchanged insights and explored new paths for vocational education cooperation and industrial high-quality empowerment.

During the experience exchange session, Diao Hongbin delivered a special report on the Department-based Full-trusteeship Assistance Model. He elaborated on the College’s distinctive assistance framework featuring “Dual Clusters Integration and Cultural Nurturing”, as well as innovative supporting measures covering self-sustaining development and standardized system output. He comprehensively reviewed the fruitful achievements of the College’s Xinjiang counterpart assistance work in talent cultivation, discipline and major development, industry-education integration, and Party building guidance. The pragmatic outcomes and replicable experience gained high recognition and unanimous praise from all attendees.

During the event, Diao Hongbin held an in-depth forum with Liu Changhai, Party Committee Secretary of Kashgar Vocational and Technical College. Both sides noted that the bilateral trusteeship assistance has completed a fundamental shift from external blood-transfusion support to endogenous self-sustaining development. Remarkable progress has been made in major construction and teacher team development, forming a standardized vocational education cooperation model that can be replicated and promoted region-wide.

Furthermore, Diao Hongbin clarified five key priorities for future assistance work: optimizing the development of dual-cluster majors to align with local industrial demands, strengthening teacher cultivation to build a stable and localized teaching team, furthering industry-education integration to bolster college-enterprise collaborative talent training, advancing cultural empowerment for Xinjiang through cultural and tourism exchanges between Shandong and Kashgar, and improving the long-term assistance mechanism to support the high-quality development of the Shandong-Kashgar Vocational Education Alliance.

In addition, Diao Hongbin and his entourage inspected the training bases of Kashgar Vocational and Technical College, learned about the teaching construction progress of its Culture and Tourism College, and conducted in-depth discussions on teachers’ further professional training, dynamic major adjustment, and the operational mechanism of the National Silk Road Culture and Tourism Industry-Education Integration Community, refining detailed implementation plans for follow-up cooperation.

The annual meeting comprehensively showcases the fruitful results of vocational education cooperation between Shandong and Kashgar and marks a new starting point for deeper bilateral collaboration. Moving forward, the College will carry forward the Desert Poplar Spirit, faithfully fulfill the political responsibility of counterpart assistance to Xinjiang with down-to-earth and pragmatic measures, and further deepen vocational education assistance and industry-education integration.

The College will continue to write a new chapter of cross-regional solidarity and vocational education-driven development for Kashgar, contributing sustained momentum to the high-quality industrial development and skilled talent cultivation of Kashgar Prefecture.
